== Background ==
Josep Vikalkin, the bereaved fiancé of [[Kira Sanchez]], submitted a request to the [[EotLP GP Commission]] before in the offseason between [[Formula Lego: Season 10|Season 10]] &[[Formula Lego: Season 11|Season 11]], requesting a trophy or award to be created in his fiancé-departed's honour. The EotLP GP Commissioner, [[Hekwu Karnu]], was happy to oblige, and worked on the details of what sort of trophy or award would be a true honour to Sanchez' memory. Finally, they settled on Awarding the Top-Performing Rookie every year, in memory of [[Formula Lego: Season 04|Sanchez' Rookie Year]], when she won the [[Driver's Title]]. The Award was announced to the public two weeks before the start of Season 11.

== Process ==
A Rookie is defined as anyone who has not entered more than 3 Formula Lego Races before the current season.

Under this rule, Evacio Torra would qualify as a Rookie for Season 14, despite having already gathered 45 FL points, because she only entered 3 FL races in Season 13.
