The President of the Rennian Republic is elected Directly by the People of Rennia in elections every 15 years.

Emperor Emeritus Tiberius Rex served as the first President of the Republic, with a modified term, a full 17 1/2 years, to guarantee a continual occupation of the office of President, as well as setting the Election year properly to be halfway between Meblat Elections (in his case, between the elections of the 3rd and 4th Meblats).

Requirements

In order to be eligible to stand for election as President, a candidate must be over 30 years of age, must never have previously served as Rennian President, and must be presently serving, or have previously served in one of the following positions for at minimum a period of 1 Year:

  • Prime Minister of the Meblat
  • Chairperson of the Advisorate
  • Lieutenant-Governor of a Rennian Province
  • Rennian National Supreme Court Judge
  • Rennian Provincial Supreme Court Judge

Powers and Responsibilities of the Office

Appoints/Approves PM. Acting PM (when required). In every 15-year term, they can appoint a number of Judges equivalent to the Present # of Provinces (34 in 271 MT), can appoint any number to any provincial supreme court. Any appointment must be nominated by Provincial Lt-Govenors. If at any point, less than 3 Provincial SC Judges are serving in a province, the president may appoint up to 4 new judges, out of 8 MANDATED nominations by the Governor-General. These do not count towards their max quota

Following a succesful Motion of non-confidence in a sitting PM, the President will take on the role of Acting PM immediately upon the conclusion of the session of the Meblat. As soon as the Meblat passes a motion of confidence in a new PM, the President will no longer hold the position of Acting PM Immediately.

Presidential Assent (i.e. Veto Power) required for Impeachment of any member of Meblat, Advisorate, Supreme Court, or the Governor General

In any case whereas the role of PM has been unfilled for over 2 days, the president must request a sepcial Judiciary Task Force (made only of, and of all members of the SC), within a single day, the task force must provide a list of 3 (5?) nominations for PM from current Meblat MPs. If no nominationed MPs are approved by the Meblat, the Judicial Task Force must provide a new list within 1/2 a day from the conclusion of the vote, and repeat any such process until a PM can be chosen.

Prime Minister of the Meblat

The Prime Minister serves in both the Legislative & Executive Branches of the Rennian Government, and is the head of the Legislature of the Rennian Republic.

The Parliament of Representatives of the Republic of Rennia is made up of MPs representing individual Provinces, according to relative Population.

The number of Parliamentary Seats available is defined by the total National Population (rounded to the Nearest 100k), divided by 100k, then +1 if resulting number is even, +0 if odd.

If the number of seats in the Meblat is ever set to surpass 301 MPs in an upcoming election, the population quotient (100k to start with) increases by 50k. (this will function up to a population of 4.485 billion)

By this population metrics, the first Meblat Election, in 271 MT, saw 177 seats up for grabs, thanks to having a population of 17,615,000 (approximately) at the time of the Election

Election Format

The Parliament of Representatives is voted indirectly through a proportionally assigned multi-candidate-ballot electoral college.

During every Rennian municipality-level council elections, the "Elector Candidate" position must be elected and filled. Leading up to a National Meblat Election (every 5 years), each Province is granted a set number of Meblat seats (proportional to their population). From their, each Province must randomly select a number of electors equal to twice the number of Meblat Seats assigned to that province, from among all Municipal Elector Candidates.

For example, during the Election of the First Meblat, in 271, The population of Qaret was just over 850,000 - equal to 4.83% of the total Rennian Population of 17,615,000. This granted them 9 seats in the Meblat (177 seats available in the 271 election). Therefore, they randomly selected 18 Elector Candidates from amongst their municipal potential electors.

The chosen Elector Candidates become their province's assigned Electors, and publish a numbered list of which eligible Citizens they would appoint as Meblat Parliamentarians (MPs) if voted to do so. In the Meblat Elections, the Electors recieve votes from across their province, and appoint the first number of candidates on their list, proportional to the number of votes they received (Rounded to the nearest whole Value, beginning with the Elector who received the Most votes).

In the example above, Elector 1 would appoint the first 4 candidates on their published Shortlist, Elector 2 would appoint the first 2 (excluding any also appointed by either Elector 1 or an elector from another Province), Electors 3 and 4 would appoint the first candidate on their Shortlist, once again excluding any candidates already appointed to the Meblat.

Provincial Lieutenant-Governors

Provincial Lieutenant Governors are directly elected by the citizens of each Province, to a term of 5 years (although 1/2 of the Lieutenant-Governors elected in 271 served unusually lengthed or shortened Terms, as decided by the results of the 271 Rennia Games).

With all Lieutenant-Governors being elected in 271, eight (8) Provinces' LGs came up for re-election in 274, after just 2 1/2 years, as opposed to regular 5 year terms (the Provinces which finished 4,8,12,16,20,24,28,32 in the 271 IPF Cup). All LGs elected from then on served standard 5-year terms, with their first standard-time Election coming in 279. 17 (1/2 the provinces) had no non-standard terms at all (the Provinces which finished 2,3,6,7,10,11,14,15,18,19,22,23,26,27,30,31,34 in the 271 IPF Cup), and had their next Lieutenant-Gubernatorial Elections in 256, alongside the 2nd Meblat Elections. 9 provinces (those that finished 1,5,9,13,17,21,25,29,33 in the 271 IPF Cup) had initial terms of 7.5 years for their first Lieutenant Governors.
