The Fall of the EotLP, also referred to as the 272 Rennian Constitutional Reform, or the 270 Rennian Coup, was a complex web of events, including social protests, a coup, a transitional state, and much more, that resulted in the Dissolution of the EotLP, and the Founding of the United Commonwealth Republic of Rennia.

Background

after Krennic's passing & Tiberius Rex's Brief Military Leadership, Mikael Cagne ascends tot he throne, but is generally unliked and unwanted. Several Violent pro democracy extremist groups arise, mainly in Karebyr & Stravna, plus a Separatist Group in Qaret. Military Clashes & Police Clashes become more Frequent, and Civilian Deaths begin to Rack up.

270 Coup

Emperor Emeritus Rex's Declaration & Arrest

Finally, enough becomes Enough, and on the 10th of Suriel, 270, Tiberius Rex announced that the EotLP Military wants to see a peaceful transition to Democracy, but is not opposed to the Idea of Retaining a Constitutional Monarch or a Figurehead. Emperor Cagne rejects this out of Hand, and Attempts to Remove Rex from Military Leadership & Have him arrested for Treason & Collusion. Other Military Leaders refuse this and when State Guards attempt to arrest him that evening, (outside their jurisdiction to do so) a Violent Clash ensues, and Marshall Anthony Fovren announces that the Military believes Rex is the leader of the EotLP. What follows is largely out of Rex's control, as he was initially apprehended by State Guards.

First Infantry Occupation of Rennia

First, several other notable Military Personnel Announce their Support for Rex, and all the others stay silent. The first Infantry Battalion, stationed in Rennia, under the command of Marshall Fovren, launches a multi-pronged attack on the Morning of the 11th of Suriel, 270, occupying both of Rennia's Airports and blockading nearly every highway out, and roads going into the downtown. Another prong attacks the State Guard HQ, on the Imperial Palace Grounds, in order to free Rex. This is where the first blood is shed, and after Rex is freed, he rushes to take command of the final troops, presently attempting to take the Imperial Palace. There is much steeper resistance there, but they successfully defeat the remaining State Guard, many of whom successfully surrender after a fair amount of fighting. Rex retakes command and prohibits the killing of Cagne.

Arrest of Emperor Cagne

Early on the morning of the 12th of Suriel, 270, Mikael Cagne and his family are arrested by Rennian Military Forces, and are placed in detention. Cagne signs an abdication act the same day, provided to him by Rex, and Rex assumes full leadership of the EotLP.

Transitional Leadership

Marshall Fovren attempts to announce him as Emperor Rex, but Rex immediately rejects this title, preferring to be called Emperor Emeritus Rex, General Rex, or Chairman Rex.

he announces a new Board of Democratic Transition will be Created with 21 Former Imperial Officials, Military Representatives, Civilians, and Notable Democracy Advocates, to plan a transition to Democracy & Draft a new or hugely amended Constitution.

Elimination of Armed Separatist & Terror Groups

The Armed Democracy Group working in Karebyr Attempts to take control of a Local Imperial Residence, But after Just a few Hours, a specialist Commando Unit trained for live Combat Anti-Terror Operations Strike Back, pushing the Group out of the Imperial Residence, taking Prisoners & Eliminating Several Militants, a second Strike force pursues the fleeing Militants, capturing or killing all of them. The other most active Group, the one in Stravna, declares this an attack on democracy, by a power hungry military, and threatens violence if the prisoners from the first group aren't released. The military makes no comment, and 2 days later 6 car bombs across Stravna are set off, killing dozens & injuring hundreds. The military descends on Stravna, doing door-door searches and locking down movement within the city. An attack on a military patrol from a residential building is met with a heavy response, as more than 100 soldiers and operatives descend on the area. A terrorist spokesperson announces they have hostages, and are prepared to begin executing them if their demands - 10 million Krens, transport to the Free City Union - are not met within 6 hours. Drone footage reveals at least two hostages on one floor, and at least 6 on another, plus up to 17 militants. The military decides now is the time to act, and storms the building. 18 armed militants are killed, an Hostage is killed (a 6 month investigation decides it was a wound inflicted by militant gunfire), and 2 other hostages are injured. 9 other hostages are located as well. Military forensics units sweep through and identify 16 other people highly likely to be involved in the group. All are located within 24 hours, 15 are arrested with significant resistance, including a shootout with 3 militants, during which 1 militant is killed.

Qaret Disarmament

The Qaret Separatists Group announces their commitment to peaceful separation, and now that the Emperor has been deposed, offer to peacefully disarm in exchange for a pardon from crimes committed under the Emperor. Chairman Rex agrees to this, and an Identification & Disarmament Process takes place over the next three weeks completely peacefully, and the Qaret Republic re brands as the Qaret Autonomy Forum. Several members opposed this pacification, and refused to disarm. It was reported that Several of the original group (Qaret Republic) had banded together to form "Qaret State Army" this rumour was confirmed by Qaret Governor Angelo Maximus, when he confirmed that QAF leaders had volunteered the identities of those dissenters.

International Recognition

The Balkavanian Sovereignty Legion & Balkavanian Congress of Nations (BCoN) both initially condemned the Coup, and Trade Sanctions were put in place. But after accurate reports of the relatively low death toll & quick Security Improvements made it out, the BSL & BCoN both quietly removed their sanctions, and re-opened dialogue with Rex. Both also expressed support for the BODT.

Formation of the Board of Democratic Transition

Thus Rex's Military Rule made huge Security Advances in just the first few weeks of its rule. Rex announced the makeup of the Board of Democratic Transition quickly after, on the 1st of Zabez, 270, most notably containing (now former) Marshall Fovren, who was personally asked by Chairman Rex to step down from his military post to serve on the BODT. Media Outlets noted that Rex removed several of the coup leaders from their Military Positions and replaced them with known pro-democracy service persons, as though protecting the regime from another coup if perceived expectations weren't met.

The First BODT meeting agreed to set a deadline of 1 year from the coup to have a finalised plan for the transition, constitutional draft, and human rights document. They then set a deadline of the final day of the Following year for a democratic transition to be fully complete, and for new Democratic Leadership to have control over the whole Nation. In the meantime, the old imperial system would continue to be used, with Emperor Emeritus Rex filling the role of Emperor.

The 12-document outline of the Fundamental Documents were presented to Rex & the BoDT on the 1st of Mara, 270, where the Board unanimously approved the makeup of the Documents, and resolved to debate the first draft of the Human Rights Document (Document 2) no later than the 41st of Mara.

The Code of Human Rights was presented in its original form to the BoDT on said day, where it underwent much debate. Rex pushed for further clarification and strengthening of Civil Rights, and the rest of the Board followed his vote. A revised version was presented on the 5th of Actaber, 270, where it was Unanimously passed.

Document 3 was presented on the 17th of Actaber, underwent revisions, was re-presented on the 27th, and Passed unanimously.

Document 4 was Presented on the 34th of Actaber, and was sent for Revision. Doc 5 was presented on the 5th of Dolo, 271, and Doc 6 was presented on the 12th of Dolo. All three were re-presented with revisions in a Special 2-day BoDT meeting on the 31st - 32nd of Dolo, and were sent back for further Revisions, specifically to Documents 4 & 6. Documents 4 & 6 underwent more minute back-and-forth revisions between the 2nd of Mikha & the 7th of Ibil, before being re-presented alongside Document 5 on the 10th of Ibil, where all three were passed unanimously, creating (mostly vacant positions) the Federal and Provincial Governments of the UCRR, and officially disbanding the EotLP. The BoDT unanimously elects Rex as the transitional President of the Republic.

Three Houses of Parliament

In order for a standard Bill to pass, it must pass in any two of the three houses by majority (50% + 1)

  1. Meblat (Meblat Parliament) Proportional Representation with ranked ballots. Prefectures for Candidates are drawn Regardless of State Borders, by population Meblat is presided over (and tie-breaking power is given to) a leader elected by representatives (President of the Meblat) Prime Vizier does not have to be a member of the Meblat to be chosen as it's leader, however they must be eligible to be a member of the Meblat. They retain whatever voting power they had before (if they're a member, they still vote like normal, if they aren't, they don't vote), but may cast an additional tie-breaking vote ONLY in the case of a tie. ELECTIONS EVERY 4 YEARS
  2. Advisorate (Council of Advisers) 3 representatives from each province, appointed by the provincial governors. 1 aged between 18 - 35 (18 is voting age for all elections at any level) 1 aged 36 - 55 1 aged 55 + Appointments last 5 years, and are not affected if a representative moves into a new age category DURING their tenure. Presided over by the Chancellor of the Advisorate, who is a member of the Advisorate
  3. Brestanta (Congress of Brestanta) 2 representatives from each appointed by provincial governors In addition between 1 - 3 from each province based on population (top 1/3 by population elect 3 reps, middle 1/3 two reps, and bottom 1/3 only 1 rep). The provinces with more than 1 rep to elect do so with multiple ballots. no candidate can enter onto both ballots. Elected with first-past-the-post for each rep. Elections and Appointments take place every 3 years.

The Head of State and Government is the Prime Minister, who is elected partially by the people and partially by their representatives. The Advisorate and Brestanta both count as 1/10 of the total vote count, and the Meblat acts as 1/5 of the total vote. The general population directly votes on the Prime Minister but their total votes only count as 3/5 of the vote. If ALL three houses can pass a vote of No confidence (2/3 +1), a Standing Election is Called, and a new PM is Elected, and serves until the next General Election. General Elections happen every 4 years, but are offset by 2 years from Meblat Elections. General Elections also decide Provincial Governments. IF a vote of Non confidence passes within 4 months of a General Election, the President of the Meblat appoints a representative of the Advisorate from the same Age Bracket as the recently ousted PM as "Acting PM" until the next General Election. If a non-confidence Vote passes within 1 year of a General Election, a 3/5 +1 majority in 2 houses can trigger an election-avoidance measure that plays out the same as if the PM was ousted within 4 months of a General Election.

The Prime Minister has the ability to veto any Bill that passes in only 2 houses, and any bill that passes with less than an average of 60% across the three houses, even if it passes in all three. However, if the PM vetoes more than 75% (3/4) of bills proposed in their first full year of office, a motion of non confidence is automatically called, which, in order to pass and be registered as a vote of non-confidence, only has to receive either an average of 75% of votes across the three houses (regardless of how many it passes in), or pass in all three houses with a 3/5 +1 (60% +1) majority. The Prime Minister also appoints cabinet ministers, as well as directly appointing the Ministers of Governmental Departments (this is a role that the PM can delegate to their cabinet, but must still individually approve).

President of the Meblat is elected by the Ministers of the Meblat. By definition, they must hold the confidence of the majority of the Ministers of the Meblat, and be able to pass 50% +1 bills in the Meblat. Ministers elected to the Meblat are permitted to coalesce into factions, and Candidates to the Meblat (those attempting to be elected to the Meblat) may indicate their faction (also called parties) during election proceedings / during campaigns. A Faction/Party that is nationally registered may set their own rules on entry / exit to the party by those seeking election to the Meblat or presently - serving ministers of the Meblat, including requiring the resignation of ministers who choose to leave the party while serving in the Meblat. The governing of Resignations by Parties can be overruled on an individual case-by-case basis by the Prime Minister. Any departure of a Meblat Minister from the Meblat (Involuntary or otherwise) will trigger a By-election in the constituency that they were elected by, to replace them. The results of such an election can affect the balance of power, and may result in a new President of the Meblat taking power. If a President of the Meblat resigns or otherwise leaves office, the party or faction that they represented must nominate a new President of the Meblat within two weeks. Until then, an Acting President (with limited powers) is chosen from the the Current Ministers Party of the Former President, based on the length of service in the Meblat, regardless of how long they served with the ruling party. In the case of equal service length by multiple party members, their age to the day will decide the difference (in the case of another tie, the tied eldest of the longest serving party ministers will be eliminated from eligibility and the process will start over, with the party (minus those now ineligible). In the case that the former President led a coalition, eligibility shall be considered by any Ministers from the Meblat that voted for them to become President (and are registered as members of the coalition) the most recent time that they were either elected or confirmed by surviving a motion of non-confidence. In order for members of other parties to be eligible, all parties involved in electing the president must have declared the existence of a coalition government. for example, if party jeff has only a few ministers, but all are long-time serving, and party john is very very new to power, but has an absolute majority of 75% of Meblat Seats, even if party jeff votes of President John to ascend to the presidency, if he resins, the Party Jeff ministers are ineligible to become acting President. This is to prevent minority parties from usurping the ruling party for any time. If the President was not a member of a registered party, any minister who voted in favour of their most recent ascension to or confirmation of the presidency is eligible to become the Acting President.

High Court

9 Justices. After Every GENERAL election, PM appoints 3, and the 3 longest serving (12 years) step down. No Judge can be immediately re-appointed. However, a former Justice can be re-appointed as long as they did not serve in the previous general election period (i need a better name for that). If a Justice resigns, dies, or is impeached, the PM who appointed them replaces them. If that PM is unable to do so (imprisoned, dead, on the run internationally, etc.) the other two justices appointed with the (now former) justice choose their replacement. If this is impossible (multiple resignations before re-appointments, death, imprisonment, also impeached, etc.) the President of the Meblat at the time of their appointment chooses their replacement. if this is impossible too, as many members of the Meblat AT THE TIME OF THE JUSTICE(S) APPOINTMENT as are still eligible for election to the Meblat vote from a list of 33 provincial justices. this list of 33 is chosen by each provincial high court voting on 1 of their own members to stand for election to the High Court. The justices who receive the most votes from the Meblat are appointed. basically, if like 2 justices from one appointment period need to be replaced by the Meblat, the one who gets the most votes is appointed, as well as the second most votes. if multiple judges appointed after different General Elections need to be replaced, a (probably, but not necessarily) different group of former-or-current Meblat Ministers votes on them, starting with the one who was appointed after the earliest General Election by their corresponding Meblat Ministers, but even if a more recent group of Meblat Ministers has to vote on a new justice(s), they don't re-do the list of provincial high justices who are eligible, they just use a shorter list. I.E. if following the election of 274, a b and c are appointed, then after 278, e d and f are appointed, then in 281, a, b, and d are arrested for murdering their mutual cousin, and it bubbles all the way down to the former Meblat ministers, and the Meblat elected in 272 vote h in to replace a from the list of 32 provincial justices, whichever provincial justice got the second most votes in the Meblat (we'll call him i) replaces b, and then the Meblat from 276 votes from the same list of 32 provincial justices, just with h and i removed, so it's now 30 long.

Fundamental Documents of the Rennian Republic

At the second meeting of the BODT, they announce a few changes to the initial plan. Rather than a singe constitution, they would divide the basic laws of the new nation out into 10 Documents.

Document 1: Code of Human Rights of the Rennian Republic

The most fundamental document of the new Rennian Government would be a document outlining the rights and responsibilities of all persons, including where those rights and responsibilities differ between different groups of people (i.e. citizens vs non-citizens, etc.)

Document 2: Charter of the Federal Government of the Rennian Republic

This document would outline the structure, responsibilities, limits, and processes of the Federal Government & It's branches, including the PM, all three branches of legislature, high courts, and departments of the Federal Government.

Document 3: Charter of the Provincial Governments of the Rennian Republic

This document would outline the structure, responsibilities, limits, and processes of Provincial Governments and lower levels of Government, including Provincial Governors, it's branches of legislature, provincial high courts, even lower levels of government, such as city counsels, mayors, etc. and departments of the Provincial Governments.

This Document Also gave Provincial Status to the EotLP Occupied Krjstendodjl Colony, granting portions of the Colony to the Northern Rennian Provinces, and creating the Provinces of South Rennian Krjstendodjl and North Rennian Krjstendodjl (split between Mainland and Archipelago)

Document 4: Conventions Regarding The Division of Power between Federal and Provincial Governments of the Rennian Republic.

This document would outline aspects of governance where they may be overlap or disagreements between provincial lawmakers or government departments, and federal law makers or government departments.

Document 5: Charter of Operation of the Rennian Armed Forces

This document establishes a new but similar structure and operational guidelines for the Rennian Military, and denotes explicitly the chain of command for government control over the military (beginning with the PM and Minister of National Defence) and the Responsibilities of the Rennian Military and redefined it from being a force designed to serve the whims of the Emperor to a force designed to create a safe nation for (first) Rennian Peoples and (secondly) all peoples, and to do so through exclusively through the directives of the Rennian Government.

Document 6: Code of International Relations of the Rennian Republic

This document establishes the processes the Rennian Government would take to establish maintain and uphold relations with foreign nations. It called for an official list to be created of Nations and Government Groups with Political or Military Claims towards a Government Status. for the EotLP and the EotLP's stance on their legitimacy and official statement of the relationship between the Rennian Republic and these Groups. Document 6 also created a bank of terminology regarding Rennia's Official stances regarding these Groups, as well as dictated actions that Rennia may take & the processes to do so regarding other Nations.

Document 7: Code of Rennian Finances

This document establishes the fundamentals of the Rennian Economic System. Where the EotLP's economy had existed as a largely unstructured Capitalist Economy, the New Government Elected to create first stronger regulations regarding corporations and their potential reach. It eliminated the Legal separation of the Osborne & Octan Special Administration Districts, folding them into their respective regions (Pigne for the Osborne SAD and Cagnoy for the Octan SAD). Document 7 outlined processes of corporate taxation as well as delineated clear boundaries between Government and Non-Government Sectors. Document 7 outlined a 10-year plan to remove private sector interests from Public Transit networks, as well as from the general transit network of highways, high speed rails and low speed rails across the nation.

Before publishing Document 5, The BODT quietly started an information campaign disguised as recruitment advertisements targeting low to medium ranking service members expressing how joining the Rennian Military could provide you with a way to serve your fellow countrymen, and how it meant joining a group larger than yourself designed to serve those around you as best you can. This proved hugely successful and drastically lowered the chances of disgruntled military leaders having the ability to carry out a coup by a lack of desire among average troops. Chairman Rex also made several structural changes to the military, removing a number of high ranking Military Leaders that were considered to be most likely to carry out a coup against changes seen as lowering the power of the Military. As additional security against any repercussions from the military, before publishing Document 5 Chairman Rex, who had been personally involved in a mission that prevented a full invasion of Fortrionale - the Cklserolvan Capital - privately expressed his wish for Cklserolvan Troops - whose culture both as Cklserolvans as well as specifically the Cklserolvan Army dictated that they both served the people and disliked leaving favours unreturned - to announce their full support of the BODT and it's changes to Rennian Military Structure. The Prime Minister of Cklserolva conferred with the Military before they publicly made a statement, and agreed to make a concurrent statement. Their statement expressed their hope, as the EotLP's closest Ally, that they would continue in a manner that provided the people of Rennia and the rest of the Balkavanians with security and safety through their democratically elected leaders, and that the Rennian Military would commit to serving the people rather than their own interests as had been the case under previous Emperors. They also expressed their willingness to pursue economic sanctions against the Rennian Republic, its military and specifically Military leaders if the Military chose to act in ways that were not in the interests of the people. Finally, the Cklserolvan Prime Minister addressed a statement to Top Military Leaders imploring them to remember that they had sword as Imperial Soldiers to serve the people of Rennia, and stated that "Cklserolva will not hesitate to take Military Action directly against portions of the Rennian Military who reject changes designed to serve the average people of the Rennian Republic."

Large portions of the Military Leadership felt that the new Laws were far too restricting for the Military and it needed more autonomy and expressed those opinions both privately and publicly. Several Rumours began that a coup may come about if concessions weren't given to the Military.

Separate from Document 7, agreements were offered to the Corporations that governed each that allowed certain aspects of autonomy. Those autonomous aspects contained most notably that they could continue to issue their own building permits, provide their own road-maintenance services (and consequently not pay road maintenance taxes), and provide their own fire services, and consequently not pay those taxes either. The changes outlined in Document 7 were largely disliked by larger corporations across the nation, as under the previous Imperial Government they had existed largely unregulated and often could find incredibly lucrative deals by winning the favour of the Emperor. Osborne GC rejected the deal offered to them by the Transitional Government, and announced their intention to enter negotiations with the BODT. The BODT issued a statement that they had never offered negotiations and thus were unsure who the Osborne GC expected to be meeting with, and changed the legal status of the Osborne S.A.D. eliminating it in any way. Lilian Energies (the owners of the Octan S.A.D.) accepted the deal offered to them, and their status was changed, making them a specially regulated region within Cagnoy.
