The Head of State is the public persona, who outwardly and inwardly represents a State. Depending on Government Structure, the Head of State can be anything between Ceremonial and Simultaneously the Head of Government.

EotLP
The Emperor of the Lego Plains was the Official Head of State of the EotLP through it's entire existence. Based upon Official Records, either 3, 4, or 5 people served in that role, depending on succession law (specifically regarding the events surrounding the Etkian Coup). The longest serving Emperor was the first, Sergio Ren, who served for 19 Years, 8 Months, and 13 Days. The shortest serving, depending on succession law interpretation, was either Emperor Mikael Cagne, who served for 10 Years, 5 Months, and 11 Days, Emperor Tiberius Rex, who served for 8 Days, or Ak Etkia, who served for 13 Days.
Despite the Emperor's Constitutional Status as the Head of State & Government of the EotLP, Emperor Sergio Ren utilised his General, James Krennic closer to a Head of Government than a Military General, a trend which Krennic continued when he became Emperor, with General Tiberius Rex. Rex himself also extended the influence of the role of General as Krennic's Mental aptitude & physical health declined in 252 & 253, leading Krennic to become much more of a figurehead leader.
Krennic's death came at an inconvenient time for Rex, who was busy leading the nation through the Third Balkavanian War under martial law. To avoid a power struggle, mass confusion, or another coup attempt, Rex extended the mandate of his Martial Law, and put out an intentionally leaked memo stating that until the war was concluded, stability restored, and the rightful Emperor determined, Krennic's Widow, Empress Shenyu Krennic would take on a ceremonial role as Head of State. Despite nominally being the Empress, she held none of the powers that were associated with leading the EotLP, as under the same mandates Rex clarified that she was simply continuing in her role as the Imperial Consort of the EotLP, a role in which she chose to style herself as Empress (In explanation, Rex used the example of his late husband, stating how "Andrew would no more have been the Leader of the EotLP if we'd both called ourselves the Emperor because we were men. Our Constitution is gender-neutral, so the Consort can call themselves whatever they want, they're still not the Emperor or Empress of the Empire"). Therefore, for a period of 2 Years, 5 Months, and 31 Days, the Head of State of the EotLP held even less legal bearing than the EotLP's Government normally did. At Rex's instruction, Empress Krennic resigned all claims to her title on the 38th of Actaber, 261, the day before Emperor Mikael Cagne was crowned. Cagne would be the final Imperial Head of State of the EotLP, as his rule was ended in 270 by the 270 Rennian Coup, which placed Rex officially in control of the Nation as both its Head of State & Government (the second time for each) as the Chairman of the Board of Democratic Transition.
